[NSFF] Proposal: Change the waiver system to a free agent auction (FAAB)

This vote is for the proposal to change the waiver system into a free agent auction process (FAAB), thus making all free agents on the waiver wire available to the highest bidder.

The vote requires a 75% majority to pass (9/12), and will come with a one-season trial period to allow for observation and re-evaluation if any unforeseen imbalances occur due to this rule change.

How it works:
-You are given a fixed budget ($100) for free agent acquisitions during the league year (starts at the conclusion of the veteran draft, ends after the championship game)
-Free agent claims are made through a blind-bid auction process where the highest bid wins
-Bids of the same amount go through the waiver priority tie-breaker which is inverse of the standings and resets every week
-There is no limit to how large a bid can be, but once the $100 budget is exhausted you will be unable to make free agent claims for the remainder of the season
-All bids that are unsuccessful do not count against your $100 budget

Examples
Multiple teams bid for one player:
Owner 1 (1st place team) bids $2 for Player A
Owner 2 (11th place team) bids $2 for Player A
Owner 3 (12th place team) bids $1 for Player A
No other owners place a bid for Player A
No other bids were placed on this day

Auction Result = Owner 2 wins the bid through the tie-breaker, Player A is added to their roster, and the budget is reduced by $2. The budget for Owner 1 and Owner 3 remain unchanged.

Multiple teams bid for one player:
Owner 1 bids $2 for Player A
Owner 2 bids $2 for Player B
Owner 3 bids $1 for Player C
Owner 1 bids $1 for Player B
Owner 1 bids $1 for Player D
No other owners place a higher bid for Players A, B, C, or D

Auction Result = Owner 1 wins the bid for Player A at a cost of $2
Owner 2 wins the bid for Player B at a cost of $2, the budget for Owner 1 is unaffected
Owner 3 wins the bid for Player C at a cost of $1
Owner 1 wins the bid for Player D at a cost of $1
