Jerame Tuman - TE, Pittsburgh Steelers Feb. 28, 3:41 p.m.
Tuman signed a three-year contract with the Steelers on Friday. The 6-foot-4, 270-pound Tuman has finished the last two seasons as the starting tight end because of injuries to starter Mark Bruener. Tuman started the final seven games in 2001 and six of the last seven in '02. Tuman has caught only 12 passes for 159 yards in four seasons, but he also caught a touchdown pass and a had a catch for a two-point conversion in the Steelers' playoff win against Cleveland in January.

Dez White - WR, Chicago Bears Feb. 28, 12:02 p.m.
The Bears have tendered a qualifying offer to White, giving the team the right of first refusal or compensation. The Bears would receive a third-round pick if they choose not to match an offer made to White.

Paul Edinger - K, Chicago Bears Feb. 28, 12:01 p.m.
The Bears have tendered a qualifying offer to Edinger, giving the team the right of first refusal or compensation. The Bears would receive a sixth-round pick if they choose not to match an offer made to Edinger

Anthony Simmons - LB, Seattle Seahawks Feb. 28, 10:48 a.m.
As the free agency period began Friday, one of the first players to sign actually re-signed with his old team. Simmons signed a five-year, $23 million deal to stay in Seattle.
Fantasy Spin: Simmons was Seattle's leading tackler in 2000 and 2001, but missed nine games last season because of a high ankle sprain.

Terry Kirby - RB, Oakland Raiders Feb. 28, 10:44 a.m.
Oakland released Kirby on Thursday. Kirby broke his leg in mid-October and missed the rest of the 2002 season.
Fantasy Spin: Before he got injured, he didn't play much behind Charlie Garner, Tyrone Wheatley and Zack Crockett. He could find a better role elsewhere, but don't expect much fantasy value.

James Jett - WR, Oakland Raiders Feb. 28, 10:41 a.m.
The Raiders released Jett on Thursday for salary cap reasons.
Fantasy Spin: It's not as if he did much offensively for Oakland last year.

Ed McCaffrey - WR, Denver Broncos Feb. 28, 10:39 a.m.
McCaffrey renegotiated his contract with the Broncos, so he will definitely be back for another season.
Fantasy Spin: There was some question as to whether McCaffrey would retire or the team would have to release him for cap reasons, but he'll be back. Expect Ashley Lelie to play a larger role, but McCaffrey's grasp on the second receiver spot seems secure.

Trent Green - QB, Kansas City Chiefs Feb. 28, 10:35 a.m.
Green agreed to a seven-year, $50 million contract Thursday that helped the Chiefs get under the salary cap. Under his old deal, Green would have been due an $8 million roster bonus today.
Fantasy Spin: Most of the Chiefs' key offensive players -- Priest Holmes being the exception -- are under contract for at least a couple more years, so expect the team to keep racking up the points. That's good news for Green.

Brian Finneran - WR, Atlanta Falcons Feb. 28, 10:30 a.m.
The Falcons signed Finneran to a four-year contract extension Thursday, a day before he would have become a restricted free agent. Finneran was the team's top receiving threat last season, but he will likely be the No. 2 receiver if the team signs a free agent at the position.
Fantasy Spin: Finneran's value will depend on whom that other receiver is. If it's a top level guy -- a Peerless Price or David Boston -- Finneran will be a solid reserve. If the team can't sign anyone better than Ike Hilliard or Germane Crowell, Finneran will be a No. 3 receiver in most leagues.
SportsLine.com has learned that the Lions have signed former Rams cornerback Dre' Bly to a five-year, $24 million contract. The deal includes a $6.5 million signing bonus.
